Budker Institute of Nuclear Physics to Become the Designer General for CCU “SKIF”

19 April 2020

Budker Institute of Nuclear Physics should become the Designer General for the Center of Collective Use “Siberian Ring Photon Source”, because it is the only institute in Russia that has all necessary competences. The production of non-standard technological equipment for the Center must be started this year, as was announced by Director of Boreskov Institute of Catalysis Valerii Bukhtiyarov during the TASS press-conference participated by Deputy Minister of Science and Higher Education of RF Aleksandr Narukavnikov.

CCU “SKIF” with the source of synchrotron radiation of the 4+ generation and energy of 3 GeV is being constructed within the framework of the National Project “Science”. The accelerator complex is unparalleled in its calculated user parameters. The synchrotron and the user infrastructure are to be completed by the end of 2023, and the first research studies are supposed to begin in the first six stations by the end of 2024.

Valerii Bukhtiyarov noted the uniqueness of the project. “We develop the unique source of the 4th generation. The main differences are the brightness and parameters of the beam, emittance. Our calculations show that we can reach the emittance of 75 picometers (10-12 m) multiplied by radian, which is four times better than in the first and so far the only source of SR of the 4th generation in Sweden (MAX IV)”, — he underlined. Emittance is crucial for brightness. The higher it is, the more precise and complex experiments can be conducted.

Architectural concept of CCU “SKIF” (project by AO “TSPTI”)

AO “Tsentralny proektno-tekhnologicheski institut” (“Central Design and Technology Institute” of State Corporation “Rosatom”) is the general design contractor, and Direction of Unitary Customer for Construction, Major and Running Repair is the governmental customer. In April they signed the state contract. According to Valerii Bukhtiyarov, Boreskov Institute of Catalysis is not a part of the contract, but the developer of the project. Its authorities are determined by the order of the Ministry of Science and Higher Education of RF and include issuing the initial data for designing, their updating, which would be absolutely necessary in the course of designing of such complex object, as well as controlling the completion of design documentation.

“One of the tasks for the nearest future is to settle a question on the construction and installation. We need a principal contractor, a general designer/manufacturer of technological equipment, a general design contractor for construction design documents. We have offers for all these positions. I’d say that the position of general designer/manufacturer of technological equipment should be given to Budker Institute of Nuclear Physics, since it is the only organization in Russia with the necessary competences for the development of such source of synchrotron radiation, for the conduction of the full cycle of technological, manufacturing, and pre-commissioning activities. Considering the tight schedule it would be correct to determine the designer by a special Government Executive Order as the only contractor, as was done in case of TSPTI”, — said Bukhtiyarov.

He noted that BINP needs to begin the manufacturing of the technological equipment this year to fit into the schedule and launch the plant in time. “It is necessary to begin the financing and manufacturing of the non-standard technological equipment that includes the accelerating complex and user stations. The user stations are even more interesting than the accelerator, since the general purpose of the CCU “SKIF” is to conduct the advanced studies in the various fields of sciences and to develop the knowledge-intensive technologies. That's why these stations that will be used by physics, chemists, biologists, virologists, are the central link”, — said Bukhtiyarov.

Budker Institute of Nuclear Physics will not be the only manufacturer of the equipment for the CCU as the project has an ever growing number of partners from Kaliningrad to Vladivostok, with whom the collaboration has been organized in the last two years from the moment when the project started.
