Academic secretary of Boreskov Institute of Catalysis participated in the Leaders of Science and Technology Breakthrough program

On September 17, the final defense of the group projects within the Leaders of Science and Technology Breakthrough educational program was held in Skolkovo campus. The program was attended by Dr. Denis Kozlov, Academic Secretary of Boreskov Institute of Catalysis. The final projects were assessed by the expert committee that included, in particular, Valerii Falkov, Minister of Science and Higher Education, Sergei Lyulin, Deputy Minister, Denis Sekirinskiy, Deputy Director of President’s Department of Science and Education Policy, and other officials and leaders of large universities.

The Program is realized by the Moscow School of Management SKOLKOVO at the request of Ministry of Science and Higher Education RF within the “Enhancement of human capacity of senior executives of the scientific and educational organizations of higher education under the authority of the Ministry of Science and Higher Education of Russia in order to provide the global competitiveness” project. The Program’s aim is to form the strategic managerial corps for a sci-tech breakthrough. Its participants are the leaders and employees of the research institutes of the Russian Academy of Sciences and universities from different cities in Russia. The Program is based on the project method of training.

“We in the Ministry are watching closely your results, the way you manifest your ambitions, show yourself in your work. We wouldn’t want your know-hows to be left in this forum only. Today more and more research organizations participate in training the specialists and in life of the universities, many institutes of higher education become true research centers. So by 2030 we have to solve quite a number of large-scale problems. I would like to give you a piece of advice — be perseverant. If you have something to offer, a desire to grasp a problem, find a solution and bring it to the logical end, then the Ministry of Science and Higher Education of Russia is ready to help you to realize your ideas”, — Valerii Falkov said.

The Program included two stages, the first from 16 September to 17 November 2019, the second, from 3 February to 18 September 2020. After competitive selection 136 people participated in the second stage. It included internal training, inter-module remote working of the project groups and four-day probation – visit to the organizations of the Ministry system for testing the project hypotheses and preparing a package of proposals for improvement of the positions of the receiving organization in the global subject ratings.

The final projects were presented in 16 groups by various topics: “Research Policy of Russia”, “Research and Educational Centers”, “International Collaboration”, “Organization of Research in Academic Institutions”, etc. The participants presented their ideas on the strategies of universities and research organizations to enter the market of the advanced industrial technologies, on the mechanisms of organizing the interaction of science and industry for developing the sought-after technologies and products, on the transformation of research organizations to be involved into the development of new products, etc.

Dr. Denis Kozlov worked on the group project “Career in Science” dedicated to the development of proposals on the integration of researchers into the modern system of knowledge production, when a researcher’s reference is not an organization but a research or educational project that might have several localizations.

“The Program provides a clear understanding that the research organizations are subject to inevitable transformations,” — Denis Kozlov comments. — “The internationally existing approaches based on the differentiation of labor in scientific research prove their high efficiency. The institutes that wouldn’t be able to transform according to the new requirements would inevitably lose in the competition for human and financial resources and would be pressed to quit. In general, my impression of the Program is very good. I am grateful to Boreskov Institute of Catalysis for enrolling me into this Program, and particularly, to the Ministry of Science and Higher Education of Russia for initiating such large-scale projects useful for the institutional development of Russia”.
