Joint Venture of VEB.RF and Rosvodokanal Allow Replication of Technology of Boreskov Institute of Catalysis on Recovery of Silts

The unique complex for recycling of the silt deposits of the wastewaters based on the technology developed in Boreskov Institute of Catalysis was launched on December, 21, by Omskvodokanal. The joint venture of Rosvodokanal and VEB.RF will replicate this technology to other regions.

The launching of the plant was broadcasted during online-conference, dedicated to the problems of water supply in Russia. The conference was attended by Minister of Construction, Housing and Utilities of Russian Federation Irek Faizullin, Chair of VEB.RF Igor Shuvalov, Chair of Supervisory Board of “Alfa-Grupp” Mikhail Fridman, Chair of Executive Board of Rosvodokanal German Khan, and General Director of Rosvodokanal Anton Mikhalkov.

The participants of the meeting told about Vneshekonombank entering the water supply market via the joint venture of Rosvodokanal and VEB.RF. The new enterprise is to become a “mega-concessioner” at the water supply and discharge market embracing up to 20 mln customers. As Igor Shuvalov noted, the role of VEB in this project is to provide the project financing within the framework of Rosvodokanal operation. German Khan informed that Rosvodokanal plans to invest more than 10 bln rubles into the development of infrastructure next year.

Efficiency of the technology

Anton Mikhalkov announced the launch of the plant of catalytic recovery of the wastewater sludge. With the advent of new concessioners the inhabitants of the Russian cities will get the new quality of the service. “The quality of water and healthy ecology is our priority. For many years the industry was polluting the environment — millions of tons of the silts lie on the landfills, and millions of tons are produced annually. One of our joint projects that we plan to realize with VEB is to establish the plants for recycling of these silts. Today we along with Boreskov Institute of Catalysis introduced the unique technology on catalytic burning of the silts in Omsk on the basis of our OmskVodokanal enterprise”, — he noted.

“This is the unique complex working on the basis of the patented technology with the use of original catalysts. Omsk produces about 100,000 tons of the wastewater sludge per year. The first stage of the complex would enable utilization of 50% of this volume. We plan the construction of the second and third stages for utilization of the whole volume of the forming wastes. The project for the plant production will be further developed within the framework of the joint venture established by Rosvodokanal and Boreskov Institute of Catalysis. This innovation would help to solve the issue that is pressing both in Russia and abroad”, — said Sergei Shelest, General Director of OmskVodokanal.

The wastewater sludge not only pollutes the environment, it also occupies the areas that could have been put to more efficient use. Today 47 hectares are occupied by the sludge accumulated in Omsk since 1974. The second and third stages would start the land remediation.

Prospects of replication

According to Anton Mikhalkov, the cost of the first stage of the complex is less than 400 mln rubles. The city with a million-plus population would require 800 mln rubles, and the plant would completely recycle the annual volume of the wastes. The technology is planned to be replicated in other cities. “We plan to launch a similar project in Voronezh, where the land under the wastes is demanded for construction. We can get a business effect from the construction projects”, — noted Mikhalkov.

By its capital and operational commitments the burning of the wastes in the catalytic fluid bed is more profitable than other technologies. According to Anton Mikhalkov, Rosvodokanal considered the technology of production of potting soil from the wastes and their lime slacking. But these technologies are more expensive, and the amount potting soil does not match the demand for it.
