BIC Director addressed the General Assembly of Russian Academy of Sciences: Complex Scientific and Technological Programs (CSTP) in realization of Strategy of Scientific and Technological Development of Russia

According to “Nauka v Sibiri”, on November 13, 2018, the scientific session of the General Assembly of Russian Academy of Sciences was addressed by the experts from Siberian Branch of RAS, both on the transition to the new energy sources and the change of approaches to using the traditional ones.

In particular, organization of the research and innovation process in oil production and processing was the subject of report by Academician Valerii I. Bukhtiyarov, director of Boreskov Institute of Catalysis, who heads the specialized subpanel of one of the seven subject councils for realization of Strategy of Scientific and Technological Development of Russia. The tools of work in its priority directions are the Complex Scientific and Technological Programs (CSTP) replacing the Federal Target Programs (FTP).

This new form of strategizing has two basic differences. First of all, it is oriented to reach the clearly stated parameters: thus, CSTP “Production” on the promising directions of extraction and transport of hydrocarbons is expected to result in the growth of their stock up to 50 billion tons, and CSTP “Processing”, in the increase in production of high-quality motor fuels giving additional 1,000 billion rubles annually. The second special feature of CSTP is the initial involvement of the industrial partners; concerning the programs “Production” and “Processing” these are the largest petrochemical corporations and companies in Russia.
